hmm... if you don't have any better idea to counter this "plexes piling up problem" try binding them to account after one has been sold in market with isk, traded, looted, contracted or transferred to another account by any other method.
This will limit the market manipulation for those people who actually buy the plex with real world currency and leaves the investors out from the cycle.
This would not prevent converting plexes to AUR. For this reason AUR should be made entirely separate currency and should be buyable only with real life money.
Currently the plex prices are going up and investors are thrilled. If you want some isk and plexes to vanish from the game, try the above approach instead.

This isn't really the topic for this, but... there will always be people with more ISK than others. Only method to somehow level the platform is to introduce progressive taxes and sov holding fees which are tied to the amount of space instance controls.
This way smaller instances are able to get space, but really small amount and from cheaper region. Big instances don't want to keep unneccessary space and somewhere is the point where even renting won't be profitable anymore.
Progressive income taxing is used in real world also and I don't see reason why it couldn't be used in EVE as some form too.
ISK needs to go somewhere.

I proposed butchering corpses for their implants a year or two ago... It wouldn't be that much of a stretch, taking a dead man's clothing, his implants, and his guns.
After that you can still showel the (Amarrian) corpses to grinder and pack dogfood to tincans. It will sell like charm and you don't even need to use any AUR.
